Councils of 24 Federal Universities reconstituted

Federal Government yesterday made public the list of Governing Councils for the nation's 24 federal universities. Mr. Gamaliel Onosode, Chief Afe Babalola (SAN) and Professor Emmanuel Toro, some of the delegates at the on-going National Political Reforms Conference, were named among others as Chairmen of these councils.

 

 

In a statement from the Office of the Secretary to the Government of the Federation, Babalola was re-appointed Chairman of University of Lagos Council, while Onosode is now Chairman of University of Ibadan.

 

The statement stated that Professor Emma Osamor is to head the 5-member Governing Council of Abubakar Tafawa Balewa University, Bauchi with Kawu Gurjiya, Mr. Wahab Sadiq and Pascal Madu as members.

 

Senator Alex Kadiri is the Chairman of University of Benin Council while Chief Festus Ochonogor, Sani Almu Isah and Elder Patrick Ojo are members. Former Osun State Governor in the Third Republic Alhaji Isiaka Adeleke is the Chairman of University of Calabar to be assisted by Nadaniya Abubakar, Madud Mustapha Boka, Dr. M. A Duroshola and Sylvanus Odong.

 

Other members of University of Ibadan's Governing Council with Gamaliel Onosode as Chairman are Dr. Funso Ade-tiba, Dr. James Odoh, Amba-ssador Ladan Shuni and Professor Bawa Salka.

 

Professor Sam Cookey is the Chairman of Obafemi Awolowo University with Prince Pat Abii, Barrister Saidu Bukuyum, Abba Kyari Sadiq and Mrs. V. Olugbemi as members.

 

 

 

To head University of Ilorin is Professor Ayo Banjo with Mr. Okolo Michael, Chief Alex Mbakwe, Barrister Yayaya Mahmud and Alhaji Folorunsho as members.

 

The composition of the Council of the University of Jos includes Professor Musa Abdullahi as chairman, Mr. Ita Toyo, Benjamin Kama, Dr. Abubakar Rasheed and Alhaji Farauk Bamusa as members.

 

Ambassador Mohammed Junba heads Bayero University Kano with Dr. Lawrence Ezeogo, Abdullahi Kamba, Barrister Mike Bosua and Honorable Jide Awe as members.

 

At the University of Lagos Chief Afe Babalola is chairman with Dr. Paul Ukpo, Innocent Oparadike, honorable Douglas Aji and Andrew Ailekwu as members.

 

Others include Alhaji Yakubu Adamu as Chairman of the University of Maiduguri with Prince Richard Ozobu, Alhaji Muazu Abubakar, former Minister of State Health Hajiya Amina Ndaololo and Alhaji Rasheed Durodoye as members.

 

Federal University of Technology Minna- M Waifa-Chairman, Chief Nnana Ezebuiro, Honourable Sabo Mohammed, Honourable Adamu Degri and Prince Supo Bello members.

 

University of Nigeria-Nsukka-Professor Bolanle Awe, chairman, Dr. Rowland Ehigiamusoe, Dr. Stanley Mamman, Engineer Danjuma Dadu, Alhaji Mohammed Bornoma members.

 

Federal University of Technology, Owerri-Umoru Abdullahi, Chairman- Engineer Gabriel Warde, Chief Christian Nwagbara, Chief John Agwu, Mr. O. Gutip and Colonel Rowland Omowa, members.

 

University of Port Harcourt-Alhaji L. Jimoh, Chairman, Mr. Anthony Ebikeme, Honourable Sam Anyakorah, Musa Gafiya and Mr. Victor Ilesanmi, members.

 

University of Port Harcourt has Barrister Anslem Agbo as Chairman and Chief Isaiah Dede, Abubakar Ahmed, Mai Buni and Mr. Johnson Adekunle as members.

 

Usman dan Fodio University-Alhaji Ahmed Song, Chairman, Barrister Ifeatu Obi-Okoye, Alhaji Isiaka Adeboye, Usman Zanna and Alhaji Mohammed Lawal as members.

 

Federal University of Technology, Yola-Chairman, Senator Abdullahi Wali, Mr. Victor Akpanowo, Chief Nancy Torhee, Isa Madaki, Honourable Mike Omoleye-members.

University of Agriculture, Makurdi, Chairman Alhaji Salihu Madalla, Chief Allwell Onwuka, Rabo Tambaya, Brigadier-General Ibrahim Sabo, Dr. Emmanuel Onucheyo.

 

University of Agriculture, Umudikwe, Chairman Barrister Sola Akinyede, Mr. Touyo Amatsulu, Chief Joachin Okoro, Baba Gana Alikaka and Engineer Babaniji, members.

 

According to the statement, arrangements for the inauguration of the Governing Councils of the Federal Universities and the composition of the Governing Councils of Federal Polytechnics and Federal Colleges of Education will be announced in due course.

 

 

 
Uwais, political leaders, extol Williams' virtues

CHIEF Justice Muhammadu Lawal Uwais yesterday described the death of foremost lawyer, Chief Rotimi Williams (SAN), as a great loss to the nation and the legal profession.

 

Justice Uwais was among many more eminent Nigerians who were at the Ilupeju, Lagos home of the late legal icon to pay condolences yesterday.

 

His words: "The demise of Papa is a great loss to Nigeria and in particular the legal profession. He was a father figure to me."

 

Uwais continued: "I am going to miss him and so will my wife, Maryam. I pray that may God Almighty grant his family the fortitude to bear the loss. May his gentle soul rest in perfect peace. Amen."

 

As at 4.00 p.m., 296 eminent Nigerians had signed in the two condolence registers opened at the home.

 

All Nigerian Peoples Party (ANPP) Chairman, Chief Don Etiebet, was not left out as he told journalists that: "Chief was a man who loves his work. His death is a celebration of excellence. He is a man of excellence."

 

The ANPP chairman continued: "F.R.A. Williams was a great nationalist. He was a man of character who believed in democracy. It is hard to find someone like that in Nigeria ."

 

In the condolence register, Etiebet described Williams as: "A luminary of national repute whose legacy in the law profession shall remain unchallenged, a great nationalist who loved and worked hard for Nigeria 's democratic principles and lived and died in his chosen profession. May his soul rest in peace."

 

Lagos State governor, Senator Bola Ahmed Tinubu who also was there with his entourage said: "F.R.A. Williams was a father to me and to our administration. A true believer in democracy and the rule of law. Indeed, the quintenssential legal luminary is gone. When will another arise?"

 

Lagos monarch, Rilwanu Akiolu, who also visited the family simply prayed: "May his gentle` soul rest in perfect peace."

 

Former Ogun State governor, Chief Olusegun Osoba, wrote: "Papa, you showed the light. To us all, you are the greatest in all respects of all that you touched. Rest in perfect peace Papa."

 

Also at the home were Ogun State governor, Otunba Gbenga Daniel, former Information Minister, Prince Tony Momoh and Justice Kudirat Kekere-Ekun of the Court of Appeal, Kaduna .

 

The list also includes Justice Fatai Adeyinka, a former Chief Judge of Lagos State; the Galadima of Borno, Alhaji M. D. Galadima; and Justice Alpha Belgore of the Supreme Court.`

 

 
Presidency plans council reforms

PRESIDENT Olusegun Obasanjo yesterday announced that the Federal Government has set up a high-powered technical committee to review the structure of governance at the local councils. The committee is also mandated to find solutions to the high cost of governance and the prohibitive cost of electioneering campaigns.

Indeed, the President is asking the body to find out whether the local council is desirable at all as a tier of government.

The President, in a national broadcast on the structure of governance also lamented the indiscriminate creation of councils by some state governments. He decried the fragmentation, especially the division of towns and cities into mini-local councils.

Obasanjo said that when the local government reform of 1976 made the councils the third tier of government, "the expectation was that it would act as a catalyst and aid rapid and sustained development at the grassroots levels. However, whatever we have witnessed is the abysmal failure of the local government system. The hope for rapid and sustained development has been a mirage as successive councils have grossly under-performed in almost all the areas of their mandate."

"The resources available which otherwise should be used for development programmes at the grassroots are being used to service bloated elected officials and unproductive bureaucracies," the president lamented

On the high cost of electioneering campaigns, the President, citing his experience in the last elections, said this has attained "disturbing proportions."

"Available reports indicate that public office holders and those canvassing for elective offices become victims of predatory financial pressures from the electorate and various interest groups. Financial inducement to secure votes is against the anti- corruption stance of this administration, especially in view of its corrupting influence on public office holders and/or elected officers who would invariably use their appointments to recoup their outlays during elections."

He advocated an alternative system of funding electioneering campaigns such as through political parties, rather than individuals canvassing for votes.

The new proposal, the president stated, would insulate the individual from the predatory pressures of the electorate and pressure groups.

But with the political parties funding the campaign, this will make the administration of the guidelines for the control and monitoring of campaign funds easier.

The technical committee, consisting of experts drawn from the six-geo-political zones have the following terms of reference:

examine the problem of inefficiency and high cost of governance with a view to reducing cost and wastages at the three tier of government.
review of performance of local governments within the last four years and consider the desirability or otherwise of retaining the local governments as the third tiers of government;
examine the high cost of electioneering campaign in the country, considering among other options, the desirability of whether political parties, rather than individual office seekers, should canvass for votes in elections; and
consider any other matter, which in the opinion of the Technical Committee, are germane to the goal of efficient structure of governance in Nigeria.
The council of state, the President added, in its deliberations yesterday agreed that "these issues are weighty and must be pursued vigorously as they touch on the very important aspect of our national life."

A committee, under the Secretary to the Government of the Federation, he said, has already been set up to implement all the issues raised in his inaugural speech and address to the National Assembly.

Already, issues such as the following are receiving immediate and focused attention. They include

negotiation of graduated wages increase for all federal employees
commencement of monetisation of benefits is for July 1, 2003 for all federal employees at the rates prescribed by law and regulations;
contributory pension scheme to share the burden of pension between worker and employer also starts next month.
Obasanjo said that without generating additional resources, the government cannot meet its financial obligations adding that "we must reduce waste, stop subsidising where it is appropriate and seek other sources of revenue."
